Just to confuse James a little more )smile). The methods described by Ted
and Michael produce different results, well sort of. They both adjust the
level but... If you use Amplify from the Effects menu the value that is
offered is the amount that will bring your selection up to 0. So if you
open the dialog and are presented with a value of 13.5 it is telling you
that your peak level is at minus 13.5. You can just press Enter if you want
to bring the level up to 0. As Ted mentioned, if you put a dash (-) before
a value you will lower the level.
If you use the method Michael described the volume will go up but will not
be reflected when you look in the Amplify dialog. It will be reported in
the playback level meter though.

press either shift-g, to bring up a dialogue, where you can type in
volume-values numerically, or whilst playing, press alt-shift-up or
alt-shift-down to adjust the volume on the fly.
