[audacity4blind] Chains not accessible in Mac-version of Audacity

Hi!
Just a quick notice regarding chains in Audacity.
It is accessible until the user try to add an effect to a new chain. The list
of commands is not visible to VoiceOver that reports his as unknown.
Will you please look at this?
I had some audio work that I hoped I could create chains for in the future.
Tested on Mavericks 10.9.3 and Audacity 2.0.5.
Please let me know if I can do anything to help with the issues.
