As you have discovered, pan and volume both work on the whole track. Here
are some alternatives which should work though.
Amplify from the Effects Menu works. There is a difference between using
volume adjustment and amplifying which still confuses me.
Another option for volume adjustment is Text Envelope from the Effects Menu.
Its main purpose is to allow adjustment of volume over time by setting
intermediate points. However, if you delete all intermediate points you can
use it to raise or lower volume at a constant level for the entire
selection.
For panning a clip, I suggest Panramp. Again, it allows a pan to be
adjusted over time. If you want the pan to remain constant, simply set the
same value for start and end.
Panramp is not included with Audacity. If you do not have it, here it is

Now, I can change pan and volume to a track. How can I do it to na
individual clip? I can insert effects or even change pitch, but apparently,
pan and volume are only available for full tracks, not for clips. Is that
