[audacity4blind] Conflict Between RMS Requirements and Peak Amplification

I'm an Audiobook narrator.  I use Audacity version 2.2.2 with Windows 10 and Jaws.


The audio I record must measure between -23DB and -18DB RMS, and have -3DB peak values.


The problem I'm having with a few of my audio files is that they do have -3DB peak values, but the RMS is around -26DB.  I found a "Normalize DB" plug-in.  If I change the RMS value to -23, the peak DB value is around 0, which is too high.  How can I adjust the RMS value to make the audio louder without affecting peak DB values?
