Honestly, have never really done much with either, and, generally, if
wanted to shift a portion of a track, would handle it using the time
shift plugin, but, from those two menu's, move selection when aligning
sub menu would be the one I would probably use the most, since might
want to then re-shift the portion, etc.?

Just to give the background to why I'm requesting feedback on this. For the next version of Audacity, the menus are being changed around a bit. The current thinking for the align commands is just to have one align sub menu, along with an option specifying whether or not the cursor/selection is also moved. However, it's important that this reorganization doesn't have a negative effect on people's workflow. Hence the request for information about how people use the two existing align sub menus.
After people given some feedback to the questions above, I may post some follow up questions, depending on peoples answers,
