Audacity, as you might have guessed already - is not suited for this task.
However, Reaper will be fine.
The procedure is very much depending on the target application.
In other words, where should the altered mic go to?

Hello Hatch,
That's a subjective thing and it will depend on what you want it to do,
whether you can cope with onboard menus or not. There are lots of things to
consider and I suggest you do your research before parting with any money.
in an ideal world, you'd have a short list ready before visiting a pro audio
shop and trying them out for yourself before purchase.

Hello Hatch,
I think I know what you mean. I achieve live effects with outboard
equipment. IE, using physical machines plugged into the soundcard.
They produce different effects such as a reverb pedal, E Q dial etc. I
know some people use mixing desks which often come with a range of
effects which you can attach them to various physical sliders. Some
soundcards are mixing desk soundcard all in one.
