The alternative location to the one given by Ted is:
%appdata%\audacity\plug-ins
After copying the plug-in, you need to enable it in the manage plug-ins
dialog. To open this, open the effect menu, and choose add/remove plug-ins.
Note that for nyquist plug-ins, there is an installer on the Tools menu.
