Whether or not to put blank lines between paragraphs, before and after 
headers, etc. should be a function of the display device or reader or 
of the braille transcription software. The source file should conform to 
good word processing standards. Good braille transcription software will 
in fact ignore blank lines in the source and insert them in the output 
according to their own stylesheet.
