Would not "replace all" for single quotations also run the risk of having all single quotation marks, including those indicating possession   [Amy's book]  and contractions [it's, can't, etc.]  would become double quotation marks.    I find it distracting enough when the computer puts a space before apostrophes and the reader reads "Tom space apostrophe s"  or " Tom s " and then continues on with no apostrophe mentioned. I find I have to go back, since the reader has continue on before I catch that something is weird, and figure out that it was supposed to read   "Toms" without the apostrophe mentioned. In context. the possessive is  clear.
