If it was scanned in the U.S. and you can voutch to that fact, then it is
acceptable.  I have scanned, own and submitted several British and
Australian titles on Bookshare and all have been accepted.

Dina the Dog with a Difference
Sally Becomes a Guide dog
A Dolphin in the Bay
Tess the Story of a Guide Dog
Harry Potter and the Philosopher's stone
Little By Little
Stars Come Out within


Just to name a few British, Canadian, and Australian titles, and not all
were also published in the U.S. thinking one or two are in the U.S. too.

But all are on Bookshare.
