I used interlibrary loan only once in my life. It was several years ago and was for personal reasons. The library told me that if they had to obtain it from out of state I would be charged for the shipping costs. I agreed, but the book was found in state. That tells me that you do not have to live in the area from which you obtain the book. The question is whether you want to pay shipping costs. I suppose that depends a lot on how important it is to you to get the book and on what shipping service they might use.
