Nan, I can hear the frustration and bewilderment in your message. The reason we can't use international volunteers right now is that Bookshare has not been able to secure permission from most of the publishers to handle copyrightted materials outside the United States. Most countries do not have provisions in their copyright laws for print disabled readers, and Bookshare has to get permission from the international offices of publishers for people in the various countries to access their materials. Is it fair? No. It's about politics, money, and lawyers. I wish I could change it, and Jim, the founder of Bookshare, would love to change it too. For now, our hands are tied, and we're trying to change that both by educating publishers and raising awareness among foreign politicians. Until we can secure legal rights for people in other countries to access books, Bookshare can't change the requirements for volunteers. I hope this helps to explain where we are as a service right now.
