Jesse can put the list here at least once a week;
otherwise, if we check the collection and the
validation list and a book isn't there, we probably
will assume we can safely scan it and we'll end up
having duplicates and/or wasted work - Unless someone
can think of a way to indicate in the download list
that a book is being worked on. I thought that when I
first started, about a year ago, books on the
validation list were being indicated as being out to a
volunteer rather than as being not there.
