I think 4 weeks would be fine. Proofreaders may have more than one downloaded
and let's not forget the submitter in the process and remember there are those
that just do it for the credits. I am two years ahead on credits so that isn't
important to me right now or never has been.

I too agree with Larry that two weeks is too short a time. Why not consider
six weeks if a time limit must be implemented? Thanks.
