That's the problem, though. There seems to be no page to connect them to. 22
finishes. 24 starts up, apparently in the logical place where 22 ended. But
the page number says 24, not 23.

I would add them. Sometimes, they are lighter than the rest of the text or
something like that, and the OCR just misses them.
