My impression of the law as it is now is that no one can refuse to admit a guide dog. I admit that if a cab driver is truly absolutely afraid of dogs he might not want to take one in his cab, though since the dog would be in the back and the driver in the front it doesn't make sense, but the very least he should have done in that sense is to immediately call for another cab to come ASAP. Your friend could certainly complain to the cab company and to whatever government organization enforces the discrimination laws ans the Disability Act. He might lose his job, but if he was nasty and unpleasant and not just fearful,...
