Yes and no.  It's a great guide, but should not be relied upon totally.
I've found that optimizing a page from the middle of a book gives me great
results for the most part.  There are always some pages, however, which need
to be rescanned at a different brightness level, maybe 5 or so one way or
the other, usually up, but not always.  Using the poorly recognized pages
feature will help find these pages.
