Well, I think someone from staff would have to weigh in to be certain, but I would bet that an epub file converted to rtf would not be acceptable.
Bookshare is permitted to exist under pretty strict legal constraints. If a publisher donates their books, in whatever format they choose, that's one thing. But volunteers are required to scan printed books. Whenever this kind of question has come up before, (which has been a while), we've been told that we cannot submit electronic files; they must be scans of print books.

What if an E-book has been converted to an RTF file? Would that be

Ebooks can only be submitted by the publisher, author or copyright
holder. If it is a hard copy with a copyright page then it can be
submitted by volunteers. A pretty good rule to follow is that it can be
submitted if you scan it.
