Jesse, 

I agree that if Excellent books can be identified
quickly they should be approved quickly. Maybe those
people who carefully validate before submitting  and
thus submit books in Excellent condition, and they
know who they are, can download, validate, and approve
their own books. Since the administrators do some
checking anyway before approving, that would prevent
serious errors from occurring -- and if readers began
to complain that  books were unfairly rated excellent
that a particular submitter and validated and
approved, you bookshare people know who does what and
can ask that that person not validate his/her own
books.
