I'd reject it, if its not usable by a blind student as is. If the graphs are
such an integral part of the book, and of course, they don't scan well, then to
me, this is the sort of book that can't be done well enough to warrant
its presence in the collection. It would require special transcription with
lots of explanations of the maps and charts and such to make it usable. At
least, that's what it sounds like.
