That's what I used to do and only changed when I dipped into the manual. I do sometimes forget.

I've been putting it at the very beginning of the book when I scan and validate because when a sighted person is just browsing, looking for a book, they often skim the cover before looking further inside the book to decide whether they want to buy a book or borrow it from the library. Why would I want to read a pitch or summary for a book after I've read it?
I thought we volunteers had come up with the solution of numbering the cover info and other unnumbered pages with roman numerals before putting page one on the page that has page one in the book. We put unnumbered pages like the title page, the copyright page, the list of other books by the author, blank pages, dedications and tables of contents and lists of illustrations or whatever else is in the front. Why not the cover material? I number all of those pages with roman numerals.
One of the books I'm working on now has 12 pages of material before the book starts with page one. My validation has 14 Roman Numeral numbered pages because I add 2 extra pages for the front and back cover and front and back flap information first.
I wonder if it would be a good idea to rethink that part of the manual instructing us to put the cover last. I mean, putting it last is like a physical oxymoron. Does it really mess up the system to put it first if it is included in the pre main content page numbering?

That doesn't make sense to me but there must be something I don't know about the page numbering.
