I can state affirmatively that it does not mean anything in any language. You can go to these sites and find articles substantiating this, or if you are really interested in old time radio you can join a mailing list which discusses OTR on a daily basis.

The word was invented as Indian. The closest thing in English this represents is "friend," or "faithful friend."
