It's the Braille translator. I don't know whether they just don't appear at all, or appear as weird symbols, but in one of the tips on Jake's site, it is advised to change them to straight quotes.

I've changed smart quotes to straight quotes on occasion, because they were facing in the wrong direction at the beginning of sentences, and it was easier than continuing to change them individually.
