Hi Rachael,
You've just asked a tough question. If the problems you describe were very 
occasional, bordering on rare, I would probably do what you did. Its one of 
those tough calls where you balance the length of the book and 
the over all quality against those occasional gaps or garbled lines. I'm sure 
there are some on the list who would nuke such a book, and can understand that 
reaction. I really wish there would be a place where 
comments that spoke to the reasons for a given rating could be included for 
perspective downloaders of an item to see before they download. So if somebody 
who just really doesn't want to deal with that sort of error 
would see the comments, they could avoid the book. In addition, if we could 
release such books but with comments that could be seen by a perspective future 
validator, then perhaps somebody who could gget 
access to the book and fix up the problem areas would be attracted to that book 
and could do a more complete job than one can do without access to the book. .
