Technically you are correct, they don't always have to be rescanned. I called
books that can be improved without being scanned a repair instead. The problem
is, depending on when they came in the collection and how they came in the
collection there may not be a suitable copy to the edited, but rather the
original defective text. That is why they recommend a rescan most of the time.
However, if they have the book in a check out format, then a staff person can
put it out. Since we’ve had so much turnover with the volunteer coordinators,
though, I'm not sure if the new people know how to do that. At least that's my
understanding.

or fair books still in the catalog and pick one to rescan. Or when you
download a book and are frustrated with the quality even if it is listed as

Then, of course, you have to find a physical copy of the book. Local
libraries are great. I also use a website called Paperbackswap.com for
inexpensive copies of books.
Then when you submit the book, put BSO at the front of the title. As part of
the comments at the end of the submission process it is a good idea (but not
required) that you put something about why you put the book in as a BSO.
That's all there is to it as far as I know (and I have put in several of
them).
