It is and it isn't. I searched for it, and it is catalogged, but going to its page yields the following: In the space where you would download the book, there is a link labelled "remote". Clicking this link takes you to a place called "NBP - Braille BookStore". The long synopsis, publisher, and submitted by fields are all marked with N/A. This likely means that the remote link takes us to a bookstore specialising in Braille materials so we can buy it, and the book is not available for download, so I don't think there would be a problem if he scanned it.
