I received a reply from another member of the Microsoft Community but I find it puzzling. Here is the text and I will add my own thoughts below.
Reply
1. There aren't and never have been such pages. MSE is basically a "MS knows what's best so just set it & forget it" application.
2. The realtime protections pane's been that way for a while now (i.e., at least since MSE v4.7.x).
3. The MAPS section in my MSE v4.8.204.0 doesn't have an "enable cloud protection" option.

My comments.
Item 1 refers to my question asking if Microsoft ever puts up a Web page describing what is new in each new version of Security Essentials. The message writer is probably correct. Microsoft has never been very good at giving us information about what has been changed in new versions and I don't understand why. When I put something new on my computer I prefer to know what it is that makes the version new, aside from the fact that it's a new version.

Item 2 refers to a lack of options in the real-time settings dialog, such as a scan downloads checkbox. Another early reply indicated that this wasn't available in 4.7 and I really thought that it was. Maybe it was taken out in 4.7 and I never noticed it.
Item 3 truly puzzles me because I definitely encounter an "enable cloud protection" checkbox in the MAPS section and I am baffled that this user does not see it.

Insert Twilight Zone theme song here.
