I broke down and finally just restored the  thing. 

Fortunately for me I have an iPod which I had backed up all of my stuff
encrypted, and the iPod is on 12.4.1. which is  the only version of iOS 12
that apple is still signing for the iPhone SE (which is my phone.

I've never done an encrypted restore from iTunes before, so good luck me.
