Though I did notice that

New tab

Default tab

Etc were there.

Yes, the remembered use blank home page is gone in I e 10 as well.

Unless there is a way to bring it back.

Ah, sounds like your home page isn't truly blank but is loading a new tab, which
may be what you're seeing.
Here's how you can get IE to load a totally blank page which will place you
right on the address bar to type in a URL.
From IE, go to Tools, then options.
As you press the tab key, one of the first items you'll encounter is an edit
field where you can type in the URL of your blank page. JAWS may not identify it
as a true edit field but it more or less is.
Keep tabbing. Older versions of IE used to have a "use blank button" which, when
pressed, forced IE to load a blank page. However, at some point Microsoft, for
reasons known only to them, took that button away and it does not show up as an
option in IE11; I'm not sure if it shows up in IE10.
If it does not show a "use blank button" shift tab back to the edit field where
you can type in a URL. Erase what's written there and type
about:blank
just like the way I wrote, with the colon in between the words about and blank.
Shift tab back to the OK button, press enter or spacebar and give it a try.
In IE, alt-home is a shortcut which takes you back to your default home page.On

Ah, yes. Your browser was set to have a blank page as its startup home page,
meaning that when you open it it doesn't go to a page like Google or Yahoo but
instead loads a blank page and places you right on the address bar. This was why
you were able to open IE and immediately begin typing the Web site address. If
this is no longer happening, let me know and I can show you how to set your home
page to be blank.

That's a good reason to avoid upgrading, and I think you had given me the info
before.

I use none of these commands, I open I e and type a u r l.

That's how I like it.

So when I want a new website I go to desktop, am usually sitting on the I e icon
and hit it, type a new site and I'm there.

I'll have to check out the tab thing as I have shut that off before.

Hmmm. With IE, I'm wondering if you recently installed or reinstalled an IE
version. Yes, it could be related to tabbed browsing. In older versions of IE,
you could disable tabbed browsing but from what I can tell you can't do this
with IE11, which is what I'm running both at home and at work.
First, which version of IE are you running?
what command did you use to open a new Web page. ctrl-o for the open dialog or
ctrl-L or alt-D for address bar?

Well, in the case of wanting to open a second Web page while ensuring that the
first Web page remains open, press ctrl-N before you open the second Web page.
This tells your browser to open a new window without closing the currently open
Web page. Once you press ctrl-N, open the second page and you should then be
able to alt-tab back and forth between Web pages.
In the case of Word, I am a bit less sure of what's going on. In Word, opening a
document shouldn't close the currently opened file. 
In other words, if I have a file opened in Word and I open a second file, I
thought that the second file opens in a separate window. If this isn't
happening, let me know.
