nah it was an in depth strategy guide on how to play akuma from tokido.
 
it was translated by fubarduck, really high quality stuff apparently. Japanese 
didn't like it, got shutdown.

These publishers have agreements with Capcom that give them the rights to stuff 
like frame data, hitboxes, and even strategy.  Capcom shutdown one of Gootecks' 
projects for MvC3 I think because it infringed on Brady Games rights.

Mike Z(Skullgirls Dev) included the hit box option with in minutes for

his game during it's development. lol
