David, if you go to your machine that has Internet access.  Then, go through 
the Windows validation 
thing, you will get to an actual download page.  Download the executable and 
pop it on to your 
memory stick. You can then copy it to the desktop of the PC that doesn't have 
Net access and install 
it.
