If you unselect everything in the project and mixdown like that, does the same problem occur? Because if you select parts and mixdown like that, the project will stop mixing where the selection ends. If you want to add more measures, go to the end of the project using f5, then unselect all tracks/everything, and then insert the 2 measures there. I find that some times I have to unselect everything for the insertion to work.
