About wow and flutter, I have used Doppler effects such as the one in Gold Wave to fix tape drag problems. If the pitch rises from too low to normal over the selection, you have to set the Doppler to lower the pitch from too high to normal over the same selection and by the same amount. It's trial and error even for a simple selection. Fixing a constant wow and flutter such as that found on an off-center record or worn-out tape deck would require constant balancing of the pitch. This is tedious for a blind person but probably easier for a sighted person because they probably just have to straighten out a squiggly line on the wave form or something.

well, you might need to adjust pitch, equalize, or maybe remove background hiss if you have sound forge and its Noise Reduction plug-in. I have yet to find a fix for problems like wow and flutter, and asimuth alignment problems.
