Annabelle, I would expect there to be a difference, even if subtle. The lap steel guitar (also known as a dobro because of the manufacturer) is an acoustic instrument made mostly of wood with a large round metal resonator (sometimes called a hubcap) where the sound hold is usually located. A pedal steel guitar is mounted on a stand so that the player sits at it like a piano, with a physical foot pedal to control the dampening of the strings, and I believe a lot less acoustic wood to flavor the tone.
