I don't know about all of your questions, but here are a few answers.

Yes; you can quantize just pitch wheel events. First, select the entire track. 
Next, press shift+F3 to open the selection filter dialog. The selection filter 
lets you refine your selection to only selecting certain types of data. Press 
the None button to disable all of the types, so that the filter wouldn't select 
anything. Then, tab to the "wheel" check box, and enable it. Now, when you 
press enter or OK, only the wheel events on the track will be selected. You can 
now use quantize, and only the wheel events will be affected. If you don't 
quite understand the selection filter dialog, then go back in there and press 
the help button for much more info than what I've written here.

For vibrato, you shouldn't be using aftertouch for that. You should use MIDI CC 
1, commonly called the modulation controller. This is the controller message 
that is sent when you operate the modulation wheel on most keyboards. You might 
be able to get Sibelious to use that instead of aftertouch, though I know next 
to zip about that program, so can't tell you where to look.

Subject: [ddots-l] Help With Sonar

there are a few things that I need help with. The first one I need help with is 
Pitch Bend. The MIDI files I make are usually transferred into Sonar from 
Sibelius. It seems that in Sibelius, the program only lets me put in one pitch 
bend command per note. When I do it the way I usually would, with the pitch 
bend wheel, it sounds like two individual notes, rather than a smooth glide. 
How would I put pitch bend commands in Sonar so that they're exactly at the 
note length that was specified in Sibelius? Is there even a possibility to 
quantize pitch bend commands, like you would quantize notes? Also, another 
thing I need help with is Vibrato. I tried Channel Aftertouch, but here's where 
the problem is. I only want certain notes to have vibrato. When I put Channel 
Aftertouch, unfortunately that affects all the notes instead of just the notes 
where I want to have vibrato. How do I work around these? If you have any
