Another question is when I finished setting up Sonar and CakeTalk. When I open
up the Sonar, it's said, "Sonar is not responding." Why is that? But, it's
still working.

How do I disable the User account on Win7? When I go user Account setting.
It's said on the box 0, 33, 66 and 100. 100 is to disable right?

As I think you now realize, you must install the 32-bit version of SONAR
8.5 even if you are running 64-bit Windows.

I have Sonar 8.5. When I install Sonar I selected 64 Bit. Do I need to
