If you just starting having issues today, it is because Apple's cloud services 
are having outages. They should be fixed shortly.
If you mean the app store, iTunes 12.7 removed the app store

Hello List,
I upgraded ITunes to 12.7 and my problem is it takes about 8 minute to load. 
After it loads I still can’t get it to log in to iTunes store. Does any of you 
have a problem with iTunes? Could I be doing something wrong? I shall be glad 
if some one has an answer for me. Thank you.
