You need a standalone host like minihost to run the vst from. If not, dimension 1.5 already has a host, so if you instal it, you can just run the executable from the shortcut on the desktop. Configure your MIDI input, and your audio out, and you're good to go. Note that for best results he/she should have a dedicated audio interface, like a small USB one or such, and not use the laptop's built-in card. The deal is I have a keyboard player in my band who has a Nord, and although the sounds it has are pretty cool, he has no other keyboard or module that produces pads or cool synthy things like Dimension Pro or Rapture. I have Sonar loaded on a desktop computer interfaced with an FW1884. What would I need to put Sonar on his laptop and make it available for triggering those sounds? By the way, he is sighted.
