George,
I had an HP machine, and although there was a utility to do that, I found
that it didn't change some of the more primitive elements like the hard
drive identification and setting them up for being bootable. Has this really
improved to such an extent?

It depends on the make and exact model of your machine.
With many HP systems for example, BIOS upgrades can now be executed
from within Windows.
