Hi Steve.
Set your start marker to the start of your project.
press alt I and scroll down to measures.
In the dialog the first box is for saying where you want the measures inserting.
tab once to select how many measure you wish to insert, in your case, 4.
the other options regarding tempo etc, you can likely leave as they are, so tab
around to the OK button.
That should do it.

Is there an easy way to move a whole project forward 4 bars? for example.
I'm courrently Copying the whole project then deleting the project from the
track view and finally pasting it at the bar I wish to move it too.
