It depends. If your audio interface has lots of inputs and outputs, you essentially already have a mixer.
But no, most control surfaces do not pass audio signals. So, if you had a control surface, a very limitted soundcard with one or two inputs and outputs, you may wish to add a hardware mixer to the setup to have more available audio connections in and out of your computer.
