Hi.  I also have Sonar 7 with CT 7 and have wondered about a special way to do 
what you are asking.  The CT documentation states that it won't be that easy, 
and I took this to mean that it might be impossible.  It says to insert your 
last effect first.  To remedy this, I suppose one has to be on the FX Bin and 
press the Application key and down arrow to Delete.  Do this for both FX.  then 
insert them again in the reverse order.  Be sure to save your settings as a 
preset before deleteing the FX from the Bin.  This is the way I am doing this 
at the moment.
