Hi,
Image Line has a plugin called Gross Beat that's supposed to let you do
stuttering effects, but from what I've seen so far, it's totally
inaccessible. You might be able to adjust some settings in the Track
Inspector, but I haven't figured out how to reliably go through the included
presets as they're not navigable in Sonar's normal preset list. Same goes
with another plugin from them that I was hoping would be usable, called
Vocodex, a vocoder plugin.
Also, iZotope have a plugin called Stutter Edit, but I wasn't impressed with
it because it seemed like there was a fair bit of latency from when you
pressed a key (on a MIDI keyboard) to when the effect would be heard. The
version I tried was the first version, so maybe they've fixed it since then.
