I've wondered the same thing. I have yet to hear audio transposed and sound
normal. The transpose feature in sound forge is pretty good thogh.

I wonder, what's the difference between Radius algorithms and MPEX
algorithms? Do they transpose in different ways? I've tried that with Audio,
but sometimes it sounds a bit like the newly transposed audio is under
water. What do I do to fix that?

No need.

With newer versions of Sonar, just select some audio, and use the Transpose
function in the Process menu. Works for audio or MIDI. You can use either
the Radius or the older MPEX algorithms.

You can use the transpose function on an audio track if you enable it in the
clips properties dialog.
