If the JAWS script files for DBT are in use, then the "default" setting
is for JAWS to read the back translated text of each braille line as you
arrow up or down.  However, pressing Alt+U does toggle that feature on
or off.  If that feature isn't working, it may be that you've
accidentally toggled it off.  So see what happens if you press Alt+U.
 
If that's not the issue, here's another possibility.  Perhaps the JAWS
script files for DBT are not in use.  For example, that would happen if
you are using version 10.5 of DBT and you are using a new version of
JAWS that you have just installed.  When you press Insert+H, do you hear
about the special JAWS keystrokes for DBT?
