thanks for your response.  It is the font strikethrough command in word.  
Forget the redline thing.  the person I received the file from just highlighted 
it in red for sighted individuals.

"Revisions", or the application of "strikeout" in the Font dialog in Word.

  I'm also not quite sure what you mean by the "redline command".  Are you 
referring to words which are underlined in red as an indication that they are 
misspelled?
