Dani I think your gut is right as according to rule 8.6.1 under the heading
Capitals Terminator it says, "The capitals terminator is placed after the final
capitalized letter either within or following symbols-sequence."
Rule 8.6.2 goes on to state, "The capitals terminator may precede or follow
punctuation and other terminators but it is best that indicators and paired
characters such as parentheses, square brackets and quotes be nested. That is,
close punctuation and indicators in reverse order of opening."

passage begins with a capitalized passage indicator, and ends with a
capitalized passage terminator. If there is a number at the end of the
sentence being transcribed, does the capitalized passage terminator go
before or after the number? Gut says before, but I wanted
clarification.
