Hi Ann,

The simple answer is no.  Quark files cannot be directly imported into DBT.

This is an issue we face regularly in our braille production unit.  Essentially 
we now pass the CD out to a local guy who does a copy and paste into Word for 
us for a nominal fee, depending on how complex the Quark file is.
