There are no real guidelines. CNIB will leave the page number on the blank
pages, most NLS producers will not. There's no hard and fast rule I know
of governing this.

I'm sure this is more complicated than it needs to be. My vote is to allow the
page number to run on the skipped even pages, but I'm wondering if there is
actually a correct way of doing this.
