Now I've looked that one up for you (again), you can now go and look up the definitions of vocabulary, translate and transcribe for yourself. I would say by definition that because it's a method of written communication shorthand could be considered a language. If your argument were appropriate, then shorthand is a language. The term transcribe refers to writing from one mode to another. It has nothing to do with speech.
